Supportive Services and Permanent Supported Housing for Youth

The StreetRISE Team at Outside In is an ACT Team designed to support young adults age 17-25 to obtain and maintain housing in Portland, Oregon.  The project provides Assertive Community Treatment (ACT) and Integrated Dual Diagnosis Treatment (IDDT) along with education and employment services and housing support. Outside In is a Federally Qualified Health Center, a licensed mental health treatment agency and a social service agency with 40 years of experience providing housing, counseling and transition services to homeless youth on the streets of Portland, Oregon. The program started in 2008.  StreetRISE services and its evaluation by the PSU Regional Research Institute for Human Services (RRI) have been supported by two consecutive SAMHSA Services in Supportive Housing grants (2008-2013 and 2014-2018). 

The RRI was established in 1972 and is a part of the Graduate School of Social Work.  It provides research and evaluation for community-based organizations with an ongoing focus of including consumers of services in all aspects of the research process.
