Craig Shinn, Public Administration Professor Emeritus, Honored by Special Districts Association of Oregon

Seaside, OR, February 10, 2017– Dr. Craig Shinn, Professor Emeritus of Public Administration in the Department of Public Administration of the Mark O. Hatfield School of Government at Portland State University, was honored this evening by the Special Districts Association of Oregon which presented him with 2018 Lifetime Educational Achievement Award. Shinn is the first recipient of this award given by the organization representing the 1,035 special districts of Oregon that provide a wide range of services around the state from the most rural communities to urban areas.

Shinn was recognized for his continuing commitment to communicating the importance of Oregon special districts in teaching and research. He has always made certain that special districts were a topic of discussion of curriculum or course content. Shinn has encouraged any number of doctoral students to learn about, engage, and do research about special districts. He has been quick to remind his colleagues and his students that their research should consider special districts even if the work was not specifically aimed at that kind or organization. In terms of service and advocacy, Shinn has consistently made special districts a key focus, not only in his primary field of interest in natural resources and environmental policy, but in the wide range of services in which special districts are engaged throughout Oregon from parks and recreation, to fire protection, to water and drainage districts.
